India-Pakistan Relationship: A Howling of History and a Calling for Trust-worthy Future

Md. Mehedi Hasan

According to the report of November 27, 2008, produced just after Mumbai attack, the world’s most powerful foreign affairs intelligence organization, Council on Foreign Relations (CRF) of USA stated, “India has been battling terrorism for as long as it has been a sovereign nation .... (Why India is a target of terrorists?) India is embroiled in a number of low-intensity conflicts throughout its territory. Many terrorist incidents are the products of these clashes.”

Where India clashes most in suppressive ways? Most known are Jammu and Kashmir (facing Lashkar-e-Taiba, Jaish-e-Muhammad, Harakat ul-Mujahadeen, Harakat ul-Jihad-I-Islami), Andhra Pradesh (Bihar, West Bengal, Jharkhand, Orissa, Chhattisgarh where facing Naxalites revolutionary communists), Northeastern states (Assam and Nagaland, facing United Liberation Front of Assam-ULFA) and most recently movements in Mizoram.

All these groups are in same demand right treatment from the nation of India otherwise separation from India. But India just suppress these states and groups with guns and communal clashes if they sound any separation referendum or YES-NO voting on these issues. Therefore, they have no choice but to take illegal weapons against the ruling of New Delhi, capital of India.
To disarm these groups, India often run intelligent operations and if necessary direct military action inside neighboring nations mostly in Myanmar, Bangladesh and Nepal through the strong domestic political influence among these nations.
But, the problem in Jammu and Kashmir is deeper than other conflicts as the people of Jammu and Kashmir demanding independence since British period long before the 1947’s creation of India-Pakistan. For this reasons there are many ‘freedom fighter groups’ among which some operations are controlled by using Pakistan-operated Jammu and Kashmir. Due to over suppression by Indian army and Delhi based politics which is extreme level of human right violation concern by international human right watch groups, the people of Jammu and Kashmir have no choice but proclaim those armed groups as the ‘freedom fighters’ of the state of Jammu and Kashmir.
Therefore, India sometimes do surgical strike for the revenge of ‘terrorism’ inside independent Pakistan without acknowledging them, because India knows that Pakistan will never allow to operate any military operation inside Pakistan through mutual political dialogue. Both Indian domestic politics and Pakistani domestic politics gain benefits from such conflict at Indo-Pak border. As we can see, 14 Feb. terrorist attack in Pulwama, Jammu Kashmir ahead of Indian general election will largely influence the domestic politics. Therefore, this Indo-Pak conflict is more than ‘independence’ or ‘terrorism’, but it’s a issue of prestige, a deep wound from 1947’s separation and a burning smell of 1971’s birth of Bangladesh.
Birth of Bangladesh may be a big win for India, but the ideology and spirit of independent nation like Bangladesh is automatically promoting the ideology and spirit of independent Andhra Pradesh (Bihar, West Bengal, Jharkhand, Orissa, Chhattisgarh where lead by Naxalites revolutionary communists/Maoist), Northeastern states (Assam and Nagaland lead by United Liberation Front of Assam-ULFA) and recently in Mizoram we hear 'Hello China, Bye Bye India': in Mizoram slogans. These all issues could be solve by voting referendum, but rulers from New Delhi, never gave them a chance to address this popular issue of independence through peaceful political process. Therefore, India is creating their own ‘terrorism’ through mass communal clashes and oppressive actions and for this cause India even run intelligence and military operations inside Myanmar, Bangladesh and Nepal through political influence. The same thing India demands from Pakistan, the authority to kill the so called ‘terrorist groups’ inside Pakistan administrated areas. But Pakistan may failed to control or wish not to control their armed groups, but Pakistan will never allow India to run any operation at any place of Pakistan administrated areas. Pakistan has some limitations and frighten of Indian intelligent operations inside Pakistan as India already had splitted Pakistan into Bangladesh and it’s widely accused of promoting Baluchistan and Punjab separation movement from Pakistan.

In circumstance, the bloody separation of 1947, the painful division of Pakistan in 1971 and independence fight of Jammu Kashmir issues are the mean everlasting conflict issues in the all-out India-Pakistan relationship. And the separation movements of Andhra Pradesh and Northeastern states of India, solely depends on who rules in Bangladesh, Myanmar and Nepal and their co-operation with India though India maintains a biased relationship with these small but geographically significant independent nations except Myanmar as it has closer ties with China.
So, the biggest issue of India-Pakistan relationship is not anything else but mutual trust and respect of sovereignty and mutual co-operation to address any further separation movement in both nations which can be started with the union of both India -Pakistan administrated Jammu Kashmir into a new autonomy state nation under United Nation's observation.
